Fiscal Policy Institute (FPI), is a Directorate under Finance Department GoK, has entered into MoUs/collaborations with leading academic and research institutions to assess the socio-economic impacts of the Karnataka Government's five Guarantee Schemes, launched in the State Budget 2023-24 (presented on 7th July 2023) The studies and collaborating institutions are 1. From Guarantees to Rights: Assessing Karnataka's Experiment with Basic Income and Services (King's College, London). College, London) 2. An Assessment of Five Schemes in Karnataka (XKDR Forum) 3. Impact Assessment of the Five Guarantees of the Government of Karnataka (Ms Tara Krishnaswamy in collaboration with Lokniti-CSDS and Indus Action) 4. Gender, Welfare, and Mobility Impact of Shakti Scheme on BMTC Transport Transformation (Azim Premji University) and 5. Fare-free Public Transit and Women's Economic Participation (JustJobs Network).
The honourable Chief Minister of Karnataka, Shri Siddaramaiah, will deliver the inaugural address, and Dr. Soumya Swaminathan, Chairperson, MS Swaminathan Foundation (Chennai) will be the keynote speaker Dr Shalini Rajneesh, IAS, Chief Secretary, Government of Karnataka will introduce the policy context of the Schemes in the inaugural session.
In addition to the inaugural session, the event will comprise sessions on Role of E-Governance in implementation of guarantee schemes, Impact assessment of 5 guarantee schemes, Impact assessment of Shakti Scheme, Panel discussion on the presentations, and Valedictory session.
Each session will be having participation by the senior officers in Government of Karnataka and eminent academicians and researchers from premier institutions like Indian Institute of Science, National Institute of Advanced Studies, Institute for Social and Economic Change, and Gulati Institute of Finance and Taxation.
The valedictory address will be delivered by Smt. Uma Mahadevan, IAS, Additional Chief Secretary and Development Commissioner, Government of Karnataka, and to be chaired by Sri Ritesh Kumar Singh, IAS. Principal Secretary, Finance Department, Government of Karnataka.
The Event is expected to provide the valuable feedback on the above research for improvements in policy design, implementation and outcomes of the Schemes in Government of Karnataka.
